Diagnostic Framework Portico web page doesn't open (UCCE/PCCE)

In the beginning of 2022 we discussed how to collect Cisco Contact Center Enterprise logs with Diagnostic Framework Portico. From time to time my students and customers face the issue when they can't open the Diagnostic Framework Portico web-page. So they try to lunch it from CCE Tools folder or just simply type the link of the Portico's page in browser, however, the page doesn't appear.

Here is the typical screenshot with the issue:



This problem may appear after Windows restart at any VM with ICM Software. For some reasons, the Windows service Cisco ICM Diagnostic Framework, which is responsible for Portico's operation, doesn't start. And that's why you can't open the web page of that tool. 


So, the solution is very easy - to start this Windows service manually. When the Cisco ICM Diagnostic Framework is running, you can open the Portico normally:


Now you know what to check first if your Portico doesn't open.
